no idea but keep on trying on one visa either f1 or f2....

try to convence you have the greatest tie towards your family, our country nepal, show all original laal purja, just you have to convience them the sole interest to go to u.s is only study. when they ask something try to explain that first give short answer and eloborate latee....make the good plot for this to show that your intention to go u.s is only study and will be back as soon as study is finished...I will manage my study in this and that way... I will get very good job at nepal in this and that sector....i want to help my country with my knowlege.. at this instant i need to get my highest degree from U.S.A that is praised and given priority world wide...like this....best wishes from my side...you will do it next time.

Since you applied for two different categories of visa in a very short time it does show some immigrant intent. They think that since you were not able to go in tourist visa you are trying to go on a student visa. Try again in Student visa that may show that you are really serious about studying and your non immigrant intent.  They are just testing you.

Also Show your tie towards nepal like financial ie properties and work documents, bank statmenets etc , emotional ie families  etc.  And don't give up. Try again and again you will get it.

Ask to the consular that , what i have told that made u say so and then respond accordingly.
