Try to increase Virtual Memory of your computers and terminate unwanted process which are using lots of memory..You can do it through the task manager...Hey man Did u visit some porn sites after formatting your computer..Do a virus and malware scan and see the results if there is any worm or virus affecting your computer..

Thanks,
But this problem started right after the format, so it doesn't seem, it is from virus, I think, I haven't installed all the components of dell after formatting. So, because it is more related to graphics and it seems something is missing.

This is a common issue after the re installation. You have not installed the VGA driver. Graphics Card driver are responsible for the smooth flow in Graphics. Find your VGA card and install it .. or Re-install it .. It is very important that you install the right version of the Software.. because OS does not care ( sometime ) what Version of the software you installed .. Good luck

Timer bro,
go to dell site, and download appropriate VGA driver. It is graphics issue.
And another caution - Most people make mistake of downloading XP from online (using torrent). Almost 99% of them contain some malwares/virus. So you install them alongwith your XP system. Never do this mistake.
